The Issue

Calling Students & Parents Affected by TVO ILC’s Exam Booking Process

Have you or your child been unable to write a final exam because the ILC booking system didn’t offer any dates before the 10-month course deadline — and then had the course withdrawn (“W” on transcript) with no warning?

You’re not alone.
In June, TVO ILC made changes to the exam booking process without giving students adequate notice or reasonable options.

Students are reporting:

 • Lost university acceptances because final marks couldn’t be submitted in time

 • Lost scholarships tied to academic performance

 • Forced to pay to re-enroll in courses they were on track to finish, and the time lost to have to redo a course unnecessarily 

 • Courses disappearing from the dashboard without warning

 • Hours on hold or in email loops without resolution

 • Booking system allowing exam dates past the deadline without warning, creating a false sense it was allowed

Why this is a problem

 1. No meaningful advance notice – The 10-business-day rule is useless if the system offers no available dates before the deadline.

 2. Contradictory platform behaviour – The system accepts “too-late” exam dates without flagging them, even though they will void the course.

 3. Equity issues – Students with limited internet access, disabilities, or restrictive schedules are disproportionately affected.

 4. No in-person equivalent – In a regular school, a teacher, guidance councillor, or principal would intervene to make sure a willing and prepared student could finish.

This is in direct conflict with mission statements from TVO ILC and the Ministry of Education:

TVO ILC’s stated mission includes:

“Providing accessible, flexible, and high-quality education that supports the success of every learner.”

Blocking students from completing their courses due to system-imposed scheduling limits, without clear and proactive communication, directly undermines accessibility and flexibility.

Ontario Ministry of Education’s vision (as per its mission statements and strategic priorities) is to:

“Achieve excellence, ensure equity, promote well-being, and enhance public confidence in education.”

 • Equity is compromised when students are penalized for system limitations outside their control.

 • Well-being is impacted when students lose opportunities, scholarships, or post-secondary placements over a procedural flaw.

 • Public confidence suffers when students and families see inconsistent communication and rigid application of policy over fairness.
