Slight change to petition

Spent this evening searching through regulations and state laws and talking with Jennifer Wheeler, whose been looking into this issue for us from the City Council. I figured out the Sanitary Board is utilizing the absolute minimum amount of time allowed them to disconnect, 30 days from the original bill date. I am updating the petition to request that they use the discretion they are allowed to and not issue disconnection notices until a payment is delinquent at least 60 days (this would be 80 days from the date of billing.
