Jonathan Day and I have spent the last two weeks contacting cities changing to warm LED lighting including Los Angeles, San Francisco and Phoenix, and some of the best lighting engineers in the country including Chris Monrad who is hired to oversee Tucson's LED conversion and James Benya and Konstantinos Papamichael of Davis, CA. They tell us that the correct wattage conversion from the old high pressure sodium to LED is 4 to 1...ours is 2 to 1. We are using 45 watts in residential areas to replace 70 to 100 watt HPS lights. The correct wattage should be 18 to 25 watts. Davis, CA protested a 29 watt white light and moved to a 19 watt warm white light that was preferred 5 to 1 by the citizens over the city's choice. They saved 34% in energy which paid for a complete retrofit of their already installed white LEDs. If we did the same, we would save an additional whopping 57% in energy every year! A San Francisco study found that there was absolutely no drop in reported sense of safety on streets that were dimmed 50% and MORE people thought there were fewer dark spots on the street! This would have been due to the reduction of glare.
Mayor Sylvester Turner did order a cost analysis from CenterPoint Energy to change the LED street lights at least going forward which is now complete. Jonathan Day and I will be at City Council again on February 4th to make sure our findings on wattage are included in the calculation for any change order.
