An independent investigator or White House surrogate?

Rep. Schiff just said that Rep. Nunes' actions today "throw great doubt into the ability of the chairman to conduct this investigation". And that Nunes needs to decide whether he will be an independent investigator or merely a White House surrogate - "because he cannot be both".
