Pension Scheme SAIL ....... Incomplete

Around Mid February 2017, After the Protests in front of SAIL Office (Delhi), there was some information given out that the pension scheme would only be for those who have retired 2007 onwards.... Is that all? Why not a Complete Pension Scheme which covers all?
