HOLD U.S. GOVERNMENT ACCOUNTABLE FOR MURDER OF CIVILIAN TRAVELERS IN CARIBBEAN
The Issue
Urgent Petition to U.S. Senate and House of Representatives regarding the deadly attacks by U.S. forces, starting on or about September 2, 2025, upon various civilian vessels.
TO: Senators John Thune, Majority Leader, and Chuck Schumer, Minority Leader; Speaker of the House Mike Johnson and House Minority Leader Hakeem Jeffries,
We the undersigned respectfully submit this petition for full Congressional investigations of what we believe to be Crimes Against Humanity. On or about September 2, September 15, and September 19, 2025, U.S. forces carried out unprovoked deadly attacks upon boatloads of civilians in the Caribbean. We do not see any lawful justification for the deadly force that was used in these attacks. We are appalled and sickened by these acts of cruelty.
According to “Elements of Crimes”, International Criminal Court (ICC), the following are all international crimes:
Crime against humanity of murder
Crime against humanity of other inhumane acts
War crime of wilful killing
War crime of attacking civilians
War crime of excessive incidental death, injury or damage
War crime of murder.
U.S. domestic law and the U.S. military code would also classify these attacks as murder.
Please refer this matter to the appropriate House or Senate Committees for a full investigation of these attacks, and possible referral for prosecution by U.S. federal or state jurisdictions, the U.S military justice system, and international prosecution by the International Criminal Court.
These atrocities were barbarous and indefensible. They must not go unaccounted for or unpunished.
Thank you for your oversight of this urgent matter. Please keep us informed of your relevant actions to the extent allowed by law.
Sincerely, Petitioners for Justice
