The Maryland General Assembly has passed the RENEW Act Study Bill (HB0128/SB0149). With this, Maryland has committed to the first step of ‘Making Polluters Pay’ by requiring the state Comptroller’s Office to lead a study to quantify the cost-impacts of climate change in the state. We will be the third state, after Vermont and New York, to pass legislation in support of enacting the climate superfund principle. When the report comes back in 2026 documenting likely billions of dollars in climate harm to the state, we will lobby the GA to levy fees on the biggest polluters to pay for much of the damage.
