Hold Dangerous Dog Owner Accountable for Attack on Penny The Chihuahua

The Issue

On May 3, 2025, a devastating incident occurred in Upper West Side, Manhattan, New York, when my Chihuahua mix was brutally attacked by a pair of pit bulls. This was not an isolated event – these same dogs were involved in a previous fatal attack on another dog. This pattern of violence is alarming, and it's crucial that the owner be held criminally responsible for allowing such attacks to happen.

The sudden and violent assault by these pit bulls left my Chihuahua gravely injured and me distraught. The pit bull owner stood by, irresponsible and negligent, doing nothing to stop the attack and actively preventing good Samaritans from intervening. This callous disregard for the safety of others' pets and the community at large must not go unpunished.

It's offensive to consider that the law treats dogs merely as 'property.' To those of us who love our pets, they are family members. This isn't just about my dog, but about ensuring the safety of all pets in our community and preventing such heart-wrenching incidents from occurring again. Legislators are looking to put laws forward but so many of these Laws die in committee. That can't happen again!! 

The Bills being put forth:

  • Penny's Law (put forth by State AM Jenifer Rajkummar) - this bill will add more criminal statutes under the handling of a reckless dog. That bill is being submitted for numbering and then will go under review. When the bill has a number, we can share the text of the bill.
  • Assembly Bill A41 (put forth by State AM Linda Rosenthal): This bill establishes that animals are sentient beings capable of experiencing pain, stress, and fear and establishes an animal can be a victim of a crime. This will help us be able to press criminal charges in a dog on dog attack

I implore local authorities in Manhattan to take decisive action and prosecute the pit bull owner for their negligence. By doing so, we send a strong message that such behavior will not be tolerated, and it prioritizes the safety of all creatures who call Upper West Side home.
