Hold Foreign e-Retailers Accountable for Abusive Practices

Hold Foreign e-Retailers Accountable for Abusive Practices
The Issue
My Shein package was left on a public street and marked as “delivered.” Despite showing proof that this was not my proper address, Shein refuses to refund my money—even after they agreed to do so.
But this isn’t just my story.
Countless U.S. consumers have fallen victim to irresponsible and fraudulent practices by foreign online retailers—Shein, Temu, and others—who operate without oversight or accountability.
When we shop online, we expect basic trust, reliability, and fairness. Yet too many of these companies ignore our laws, block returns, deny refunds, and partner with shady logistics companies like SpeedX—who leave packages on sidewalks and provide no way to contact them.
We demand change.
- Mandatory U.S. seller licensing for all foreign retailers doing business here—so they follow the same rules as domestic sellers.
- Enforceable refund and dispute standards—so consumers are protected when packages are lost, misrepresented, or never delivered.
- Accountability for online payment platforms—especially PayPal, which has repeatedly sided with foreign sellers over consumers, even when evidence clearly supports the buyer.
- A payment platform that receives a high volume of consumer complaints should not be allowed to dismiss those cases without independent review.
- Ban on unaccountable third-party logistics companies like SpeedX, unless they provide real customer support.
- Creation of a federal task force to monitor, investigate, and enforce consumer protection standards against companies like Shein, Temu, and others.
Join me in demanding accountability, transparency, and basic fairness in online retail. Sign this petition to protect yourself and millions of others.
