Please grant clemency to Survivors of the FCI Dublin Prison ("rape club") sexual abuse crisis.

We urge that clemency be granted because

●       Survivors of the sexual abuse crisis at FCI Dublin, whose clemency petitions are pending, are unable to obtain relief in sentencing under PREA because PREA is narrowly applied. As applied, PREA precludes most victims of sexual abuse from obtaining relief because their cases have not been prosecuted and/or administrative findings have not been issued. For example, one of those BOP staff accused of abusing prisoners committed suicide once the crisis became public. The alleged victims can’t get relief no matter how severe their cases, or how compelling the evidence.

●       In the wake of the Dublin abuse crisis, Survivors are experiencing ongoing retaliation by BOP staffs at 14 different facilities across the country

●       Survivors of the sexual abuse crisis at FCI Dublin need but are not receiving adequate mental health care and emotional support.

• Dublin Survivors are all designated low or minimum security risk designation, and they are not a threat to society.
