The Issue

Pass an HOA Bill of Rights in Alaska! 
Homeowners’ Associations (HOAs) affect thousands of Alaskans. These boards can make major decisions about our homes and communities — but too often they do so without transparency, accountability, or basic protections for homeowners. Other states, including Florida, have passed a Homeowners’ Association Bill of Rights to ensure fairness and prevent abuse of power. Alaska deserves the same protections. We call on the Alaska Legislature to pass an HOA Bill of Rights that guarantees: Open meetings with clear advance notice of decisions. Homeowner access to records and budgets without obstruction. Transparency and accountability for HOA boards and managers. Fair enforcement of rules and fines, with clear limits and due process. Affordable, accessible dispute resolution instead of costly lawsuits. Annual elections to ensure homeowner representation. Equal treatment of all residents — no favoritism or retaliation. This is just the groundwork, but it can be expanded to make sure all HOAs in Alaska are governed with fairness, transparency, and accountability — not deception or abuse of power.
