Hebridean Housing Partnership- remove inefficient infrared heating system from homes

The Issue

HHP installed a new infrared heating system, manufactured by logicor into some of their social housing stock roughly 4-5 years ago. Tenants were assured this system was a cost effective and reliable heat source all year round. Within the first year of this being installed tenants raised concerns over cost and lack of warmth. Since then the HHP have taken no liability or made any positive changes to the system...... Which in our collective community  opinion- the only positive change would be full removal of the system and replacement with a system that is cost effective and produces enough heat to allow tenants to be comfortable within their own home. This is what we request HHP do.

As islanders we are already subject to paying premium prices for our energy, adding the price hike onto that means fuel poverty is at an all time high. Due to this fact our social housing landlord should be meeting our needs, or at least trying to help ensure their tennents have a fair chance at keeping their homes warm when installing energy systems into homes.

Despite many communications from tenants complaining about cost and lack of heat over the years, it seems to fall on deaf ears. Tenants are blamed for not using the system correctly, told to make sure there is no draughts yet telling us to open our window for 15 minutes a day to treat the mould/dampness many of the houses have.

The heaters are also a source of health and safety concern - we are advised to keep the surface temperature at 60 degrees, which is burn risk to anyone. Heaters have fallen off walls causing injury to at least one child who was taken to hospital as a result, there has also been reports of them randomly exploding.

We could go on about further issues......

What we wish to gain is equality from hhp- we have no chance of being able to heat our homes to a livable standard while this system is in place, we wish to have a central heating system that we look forward to going home to each night. We recognise that energy costs are having a detrimental effect on everyone at the moment, however this system is excessive in its costs, and we are still cold.

Please help us fight our fight for the basic human right of a Warm home.
