It has been reported in the Irish and US press that efforts to negotiate a deal between Ireland and the US to grant E3 visas to Irish workers in exchange for changes to the Stamp 0 programme have failed.

So it appears that we are back to square one in getting favorable changes to Stamp 0 policy for non-EEA retirees.  Where does that leave us?  Since it is likely that changes to Stamp 0 policy were put on hold for 2+ years in order to extract concessions from the US, it seems entirely possible that Stamp 0 policy will now remain unchanged for the foreseeable future.
