The Issue

As a California high school student, I face an increasingly complex and expensive economic reality.
Under California’s new law (AB 2927), a stand-alone personal finance course will be mandatory for high school graduation starting with the class of 2030-31. While this is a massive win for student preparedness, it creates an immediate roadblock for local school systems like the Placer Union High School District. Our local educators are now tasked with creating, vetting, and funding a brand-new financial literacy curriculum completely from scratch, right in the middle of severe teacher shortages. Buying expensive third-party curriculums or textbooks costs local tax dollars.
There is a powerful solution waiting in Congress: H.R. 486, the  Young Americans Financial Literacy Act
Introduced by U.S. Rep. André Carson, this bill provides direct federal funding. The legislation authorizes between $27.5 million and $55 million in annual competitive grants specifically for school districts, universities, and non-profits. Instead of just giving schools standard advice, this bill provides the actual cash needed to develop research-based financial literacy programs and fund vital professional development and training for teachers, ensuring local districts aren’t left to carry the financial burden alone.
Why Placer County desperately needs this bill:
Steep Regional Costs: Placer County has a comfortable median household income, but local household bills are 29% higher than the U.S. median, averaging roughly $2,712 per month (doxoINSIGHTS, 2026). Our youth need advanced money-management skills to survive locally.
The Rental Burden: Placer County’s median gross monthly rent is $2,069, and the average rent-to-income ratio is 34%, officially classifying local renters as "rent-burdened." Local students must graduate knowing how to navigate leases, credit scores, and budgeting.

Our Goal:
I am creating The Placer County Youth Policy Initiative (PCYPI) and launching this petition to show our federal representatives that their community stands behind youth economic readiness.
By signing this petition, you are urging Representative Kevin Kiley (District CA-03) and Senators Alex Padilla and Adam Schiff to co-sponsor and vote YES on H.R. 486.
Sign your name today to bring federal grant dollars to our local schools, support our teachers, and empower the next generation of graduates with the financial tools they need to succeed!
