The City of Toronto is insisting on continuing with its proposal at Willowdale Manor Seniors Care Home to use almost an acre of beautiful green mature treed parkland on this property to install prefabricated housing units for homeless individuals. Removing a vital protected amenity from the hundreds of seniors who have been completely ignored and cut out of the secret decision making process. You the residents who have stepped up to protect the seniors' rights have been discredited by highly paid public officials and paid political operatives who are intent on pursuing this anti-democratic approach to solving issues in our own neighbourhoods. Cutting out the very people who are directly affected.
Recently, the City’s proposal received a long list of major deficiencies from the Toronto Planning department, including non-compliance with multiple zoning by-laws. But the City is ignoring the deficiencies and instead requesting the Ontario Government grant a special order ( a “MZO”). An MZO would allow the City to avoid all the rules and avoid public scrutiny. The City would move forward without complying with either the zoning bylaw rules or the Planning Act protections which allow public scrutiny and appeal of any City decision to the independent Land Planning Tribunal.
The local affected neighbourhood association BCNA conducted a survey that illustrated that an overwhelming majority of members are not supportive of the location of this project and expressed a strong concern regarding the safety and security of the nearby residents, especially in the case of more vulnerable groups such as the seniors who live on the same property as the proposed project. In addition, survey respondents emphasized the importance of preserving the greenspace on the southeast corner of Willowdale and Cummer. The BCNA expressed its concern at a number of City-sponsored video conferences and has written letters voicing its opposition to this project to Mayor John Tory, the Ontario Minister of Municipal Affairs and Housing, Steven Clark, our Willowdale MP Ali Ehsassi, our Willowdale MPP, Stan Cho, and our City Councillor John Filion. Everyone except MPP Stan Cho has ignored the local residents and ignored the seniors whose parkland amenity is being taken.
