This petition will include for the Private Military Companies who provide K9 services to answer the questions we are all asking. Why did they left the dogs?

Kabul Small Animal Rescue (KSAR) is stuck in Kabul and we need to help them out. 

SPCA International along with many other organizations (such as War Paws, Marley's Mutts, Animal Wellness Action and Puppy Rescue Mission), politicians, US Agencies, and members of the US Military, have been working on saving Charlotte Maxwell-Jones, the founder of the rescue, her staff, and over 200 dogs and cats, Including 46 Contracting Working Dogs (CWD). CWD are not owned by the US Military, they are owned by private companies (as reported in SPCA International website). There is no official confirmation that these 46 Working Dogs that were under KSAR care were evacuated by the Military. There are only DMs, Instagram posts, and TikTok videos stating information that has not been officially confirmed as of 1 September 2021. Many of these cats and dogs were rescued, and companion animals of civilians who fled Afghanistan. They left them under the care of KSAR in the hopes they would secure a plane. 

After the ISIS-K bombing occurred on 26 August 2021, all the people at the airport, including the US Military, were facing an array of threats. Charlotte and anyone with her had to get out, and she was carrying a sick puppy (pictures of this puppy are seen in the latest update on the KSAR Instagram and Facebook page, he is doing better). She was escorted by the Taliban back to her shelter, and she is ok for the moment. SPCA International reported that, the cats and majority of the staff were never granted access to the airport. They are currently at a different location in Kabul, and safe for the moment.  We will demand answers, and ensure that Military and PMC protect the CWD, and ensure that these companies handler leaves with the dog always. Also, the UCMJ article 134 “abuse, abandonment of animals” should extend to contracting dogs to protect them.

From SPCA International update: the animals and staff were not allowed to board Military Aircraft. The numerous charter planes were not granted access to the airport.  They were not granted access to the charter plane SPCA International secured for them 

As the last plane was leaving, the US Military members had no choice but to let the dogs out of the cage in a compounded area used for housing at the Airport, as the Taliban was approaching. Charlotte was notified of this, and sadly, the once rescued dogs turn into strays once again. However, the Military members were ordered to do this, they didn’t want to. These  Military Members will live with the guilt of having to do this. Releasing them was the only option, sadly. Trust me when I tell you that under such horrific circumstances full of threats and chaos, that was the most humane decision at that time, given the choices. Charlotte asked to have the Military members open the bags of food she had with her for the dogs, and pour them on the compound area of the airport where the dogs were let out.

There is no confirmation that the 46 Contracting Working Dogs have been saved, as the last update on 30 August 2021, they are still at the airport.  Organizations are claiming they are going to save them, but they are fraudulent organizations asking for money, DO NOT DONATE TO THESE ORGANIZATIONS; if you want to have the most current and up to date information, please follow KSAR social media and SPCA International social media, and webpage. KSARs primary objective now is to return to the airport to re-rescue the dogs there, hopefully, with cooperation of the Taliban. The current situation at the airport is very unsafe at the moment (30 August 2021), but KSAR hopes to gain entry to the airport  at some point to save the dogs. 

INTENT OF THE PETITION 

We urge the Department of Defense, President Biden and Vice President Harris, to provide solutions to evacuate KSAR, and work with all the agencies finding ways to safely evacuate all animals AND humans. We urge them to facilitate the process, and help overcome obstacles.   The United Kingdom assisted in evacuating their animal rescue dogs successfully, and we need to do the same. 

We are asking to save both, animals AND humans, and any other civilian still left behind. If there is any gleam of a possibility for more evacuation missions, we want to include the dogs and cats, along with all the humans. We want to be very clear about that. 

The SPCA International and their partner organizations worked tirelessly to save KSAR. The network of politicians, US and Foreign agencies,  charter plane companies, and rescuers they enlisted did everything that they could to help evacuate Charlotte AND the dogs. They have exhausted every possible option. They are not going to give up after 31 August 2021.

This is where YOU come in. We need to facilitate and provide options for them, by insisting, and pressing, the Biden Administration to find evacuation solutions after 31 August 2021. We hope this petition will unite our voices and bring them home. And we hope that dogs and cats belonging or working with the Military are never left behind again. 

Also, help us urge CDC to grant the exception to their temporary suspension of animal imports into US. On July 15 of this year, CDC issued a suspension of the  entry (import) of dogs from Afghanistan and about 100 other countries that are high risk of rabies. The CDC noticed a significant increase of a rabies variant in 2020; hence, the temporary suspension to protect public health. This presented a major roadblock in the attempts to get a plane for the rescue. They negotiated and pleaded, and applied for an Emergency Exception. I do not have any information of the status of this (as of 1 September 2021), but we must do everything we can to ensure this is not another roadblock they have to overcome, if options to evacuate are available after 31 August 2021. Is important to note that the US House of Representatives rebuked CDC decision, and passed an amendment to restore a proper screening process. I digest you write your representative to urge them in supporting the amendment to ensure Rescues aren’t penalized and the ban is lifted. 

As SPCA international put it, when organizations and governments ignore the connection between animals and humans, they end up risking all their lives. If Charlotte, KSAR staff, and the cats and dogs would've evacuate on the last plane, or with the assistance of multiple agencies and rescues, with a charter plane paid for by donations, they would've been safe right now. But they are still in Kabul, the dogs are roaming the Kabul airport, without water, without food, and unsafe.

 I am hoping that this petition will reach the CDC policy director and make an exception to policy for this emergency situation, and allow strict screenings of the cats and dogs, and quarantine, instead of denying entry. I am hoping that this reaches out to President Biden Administration and assists in the evacuation of the animals and humans left behind for this mission, and for any situation like it in the future. We urge the Department if Defense to ensure all Working Dogs redeploy regardless of status.
