Firstly the design fails to minimise the impact on MOL which is a requirement of planning policy, for example it has a single use for the Judo/Dojo and no use of space under the fixed seating. This is contrary to the claims in the planning officer's report page 100 to Councillors.
Secondly we have consistently said a brownfield option should use site 4 identified in the SPD for an expanded sports facility because it has been earmarked as suitable for development and secondly half of the site lies outside of MOL.
Therefore the statement to Councillors that all options are within MOL is not accurate.
This is important as the fact that non-MOL options are deemed not to be available is being used to seek to justify Very Special Circumstances for the current proposal.
The brownfield site which includes non-MOL can be smaller as the Bowyer Webb pavilion can remain in place. Also better design could be used as mentioned above.
The Planning department refuse to discuss alternatives with residents and yet they discuss them with Harrow School and write to our Councillors about them.
The proposal clearly does not minimise the impact on MOL and it is contrary to planning policy (London Plan 7.17)
