OUR PLEA TO REQUEST AN EXECUTIVE ORDER FROM OUR GOVERNOR
We are Harold and Alberta Leach of Linwood, Kansas.
We pray for your compassion and understanding that you grant our heartfelt plea to sign an Executive Order for resolve to our most painful journey.
This document will detail this 30-year journey which involves our only son, Randy Leach.
He disappeared April 15, 1988, as a 17-year old senior innocently attending a pre-graduation bonfire party.
HE NEVER RETURNED HOME.
We are getting along in years, and our health is not so good. Most of our adult life has been consumed with finding our son and solving his case. He was a good son, called an ‘all-American good kid”, with no negative associations.
THERE ARE PEOPLE THAT KNOW WHAT HAPPENED BUT SEEM TO BE THREATENED TO REMAIN SILENT.
We have exhausted all paths to find Randy, and this Executive Order would be a godsend to all of us to resolve through a FULL and COMPLETE investigation. TIMING IS CRUCIAL AND WE WOULD LIKE TO ACCOMPLISH A SIGNED ORDER BEFORE March 1, 2019.
WE HAVE FAITH IN YOUR STATEMENT THAT YOU ARE COMMITTED TO BRING TRANSPARENCY AND OPENESS TO KANSAS, AS WE ARE DEPENDING UPON YOUR IMMEDIATE ACTION.
WE REQUEST THE GOVERNOR OF KANSAS use the executive power vested in her hand so that an Executive Order be created, authorized, and in effect for Harold and Alberta Leach in the unsolved case of our only son, Randy Leach, a 17-year old minor, missing on April 15, 1988.
Now, for 30 years, the reasons are stated as:
This case was not solved from the beginning with Leavenworth County Sheriff Terry Campbell.
The case was not solved from the beginning with the Kansas Bureau of Investigation (KBI).
This case had no metro squad formed for a thorough, initial investigation.
The case was denied to be formed as an inquisition by Leavenworth County, County Attorney, Frank Kohl.
This case was denied to be formed as an inquisition by Kansas Attorney General, Robert T. Stephan.
Of the reported 1,100 people connected to this case, not one person was put under oath for this investigation.
In 1990, a “Petition to Request an Inquisition”, with 12,000+ signatures gathered statewide, was presented and flat-out denied by Sheriff Terry Campbell, Frank Kohl, and Robert T. Stephan.
No cold case unit was ever requested or compiled for this case by the Leavenworth County Sheriff’s Department or the KBI.
This case continued unsolved by Leavenworth County Sheriff Herb Nye and continues unsolved to this day under Sheriff Andrew Dedeke.
In 2017, Kansas Legislation of SB 200/SB 86, to change the Kansas Open Records Act (KORA), as it pertains to this case was met in the Senate Committee with amazing support for passage. On the House side, however, the legislation was met with ‘personal’ opposition by the local and state entities who were supposed to be working for the case to find our son, Randy. When SB 86 was passed, it surprisingly had been through a “gut-and-go”, and now referred only to Water Parks legislation, with no word or references about KORA or this case.
Randy’s case was denied access to records in January 2018 by Judge David King. His decision referenced ‘going by state statutes”, but these local and state entities blocked us from changing the state statutes in 2017.
Also referenced by Judge David King, was his decision as a failure to prove “public interest”. IT IS in the public’s interest to solve this case, because there has always been suspicion of either an inept investigation or a cover-up. Who would “benefit” from Randy’s case never being solved, and who has the power to manipulate the investigation?
The Kansas City Star has reported on this case, and recently did a series about the Dark Secrecy in Kansas. The veil of secrecy and silence has been exposed.
We have an absolute resolve to demand the full and complete investigation it deserves.
This case has never had a lack of witnesses, so the suspicion of a cover-up or ineptitude demand a full and complete investigation to be resolved. We, the Leach’s, have lost all trust in the local and state authorities, and we have lost all confidence if left under the control of local and state authorities.
We fear that Randy’s case, our only child, will never be solved.

NOW THEREFORE, pursuant to the authority vested in the Governor and chief executive of the State of Kansas, we respectfully request you to affect an Executive Order and assign an
OUT OF STATE Special Master to establish a Cold Case Task Force,
created for the specific assignment of a FULL AND COMPLETE investigation into the Randy Leach case.
Effective immediately, a Special Master would be:
* Allowed access to any and all files, documents, records, and reports involved with this case from any and all sources.
* Allowed to work independent of all local and state authorities.
* Allowed to re-interview, even under oath, anyone who was or has been connected to this case and allowed the power to file charges and prosecute.
As we are life-long Kansas residents, we pray for your compassion and understanding, that you grant our heartfelt plea to sign an Executive Order for resolve to our most painful journey.
