It basically says the commissioners have no say in this and to direct our attention to Sarah Jones, Senior Planner BZA, or Patrick Rew, Deputy Director of the Allen County DPS. So let's do that.

Dear Concerned Allen County Resident:
Thank you for reaching out to the Allen County Board of Commissioners regarding Summit City Motorsports Club’s proposal to construct a racetrack in the southern part of the county. The organization has applied for an A-1 Agricultural Special Use Exception, meaning that it’s petition would only be heard by the Allen County Board of Zoning Appeals. Because this is an expressed Special Use in Allen County Code (3-2-3-3(a)(50), and not a Rezoning Petition, there would be no hearing or approval required by the Allen County Board of Commissioners.
The application is still being processed by the Department of Planning Services (DPS) and is expected to be heard by the Allen County Board of Zoning Appeals at the next available agenda. The April agenda has not been finalized yet but will appear on the Allen County website’s Agenda Center when ready. Some preliminary documents are available to view on the DPS website.
