Worth a read - here's a snippet... Basically, the selection of shelter locations is top secret. The idea is to select a location and only have locals learn of it once the ink is dried. No Due Process, no community consultation.
When the purchase of one of the shelter locations was disclosed before the city was ready to disclose it Mayor Olivia Chow berated Councillor (Kandavel) suggesting violation of the confidentiality clause because the City had not yet released these locations. Instead of assuring the neighbourhood that their concerns would be heard, Mayor Chow "bemoaned the fact that the neighbourhood had been tipped off"
"These things are supposed to be secret"

Here's the full story- Enjoy!
