On May 4, 2026 the Vancouver Park Board passed a new tree inspection policy which allows large populations of trees in Stanley Park to be deemed dangerous by viewing from a distance without ever inspecting the tree.
On October 27, 2026 Vancouver arborist Norman Oberson observed multiple trees in and around Beaver Lake, a riparian area, which he determined to be low risk and high value, yet were ribboned for imminent removal.
The Provincial Riparian Areas Protection Regulation, BC Ref 178/2019 prohibits โthe addition, removal, or alteration of soil, vegetation or a building or other structureโ in a riparian area without proper assessments and permits.
Therefore, we believe that the Beaver Lake ecosystem as well as other areas of Stanley Park are under imminent threat from the City of Vancouver and its contractors. Therefore, action by the newly elected commissioners must be immediate, not in weeks or months.

Most hurdles have been overcome by BC Hydro in its bid to transform Nelson Park into an electrical substation. This will destroy more than 84 mature trees, displace a school and community garden, and underlay the remaining park with high voltage lines. The underlying question is whether it should ever be permissible to sell off parkland to accommodate growth, or whether other locations must be found.
The remaining hurdle is approval by the BC Utilities Commission which is considering whether the project is in the public interest. A decision is imminent, therefore action by the newly elected commissioners must be immediate, not in weeks or months.
We believe that the newly elected Park Board can protect the park and trees by rescinding its authorization for the land use and right-of-way sale, prohibiting tree removals in the park or adjacent streets, and filing a petition with BCUC on behalf of the democratically elected Vancouver Park Board requesting denial of the CPCN.
Concerned citizens are invited to this emergency meeting. Your voices are needed to impress upon the commissioners-elect the urgency of these matters. A limited number of seats are available; therefore, a first come first served free ticket is required.
Arborist Mr. Oberson will be present to present evidence of the improper marking of trees for removal at Beaver Lake.
We request the attendance of the newly elected Park Board commissioners so they can hear your concerns. We expect they will be present because of their stated commitment to protecting our parks and green spaces and to interacting meaningfully with citizens. They will answer your questions, state their positions, and consider passing urgent resolutions at the Inaugural Park Board Meeting on November 2nd, 2026 to protect Stanley Park and Nelson Park.
