Halt Highway Expansion in Himachal Pradesh
The Issue
Himachal Pradesh, a land of serene beauty and rich cultural heritage, is facing a significant environmental threat due to the ongoing construction of four-lane and six-lane highways. Over the past 3-4 years, the state has witnessed a drastic increase in landslides and ecological degradation, directly linked to these large-scale infrastructure projects. In year 2025 the State has witnessed 77 flash floods, 41 cloudbursts and 81 major landslides so far. It has incurred losses to the tune of ₹2,394 crore in rain-related incidents, the SEOC data showed. Himachal Pradesh received 703.7 mm of rainfall from June 1 to August 25 against an average of 577.9 mm, an excess of 22%. The State has received 44% excess rainfall in August so far.
Between June 20 and August 25, at least 156 people have died in rain-related incidents in Himachal Pradesh while 38 have gone missing, according to the SEOC.
Landslides not only pose a grave danger to human lives, often resulting in casualties and injuries, but also lead to massive destruction of flora and fauna. The fragile mountainous terrain of Himachal Pradesh is particularly susceptible to such changes, and the construction activities have exacerbated the region's vulnerability.
In addition to the immediate danger to human life, these construction projects have long-term impacts on the environment. Deforestation and soil erosion, triggered by the construction, disrupt the natural water flow and alter local ecosystems, putting numerous plant and animal species at risk. The changes in the landscape also contribute to climate instability, affecting agriculture and locals' livelihoods.
Despite the intention to improve connectivity, the reckless expansion of highways without proper environmental assessment and safeguards undermines the essence and sustainability of Himachal Pradesh.
We urge the authorities to immediately halt any ongoing plans for further expansion of these highways. Instead, a comprehensive study should be undertaken to assess the environmental impact of such constructions, and sustainable alternatives must be prioritized. Solutions such as improved maintenance of existing roads, investment in eco-friendly transportation alternatives, and stricter regulations on construction practices can pave the way for development that does not compromise the environment.
