The Issue
Housing systems worldwide continue to fail vulnerable families, particularly survivors of violence. Niya, a Tompkins County mother of three, is currently experiencing these failures firsthand.
As documented in NYSCEF EF2026‑0308, Niya is protected under the Violence Against Women Act (VAWA). She has the legal right to change her mind, reassess her safety needs, and make new decisions now that her abuser is incarcerated. These rights are not optional — they are federal protections designed to prevent exactly the kind of instability she is now facing.
Despite this, Niya has been subjected to eviction/ejectment proceedings that raise serious concerns about procedural fairness, retaliation, and compliance with federal law.

Immediate suspension of the eviction/ejectment
Enforcement of all VAWA protections
Anti‑retaliation safeguards
Creation of an independent oversight board
A systemic review and actionable plan of local housing practices affecting vulnerable families
