Gwynedd council must use medical needs requirements for deciding a 121 place for nursery
The Issue
Theo, 2 years old , was born with Hypoplastic left heart syndrome, resulting in immediate life saving open heart surgery at 9 days old and again at 13 months old to repair his right aortic arch. Theo is being monitored regularly and may require a 3rd open heart surgery to his left side at some point to remove a muscle over growth which is in the way of his blood supply.
In addition, Theo has vocal cord palsey which means he cannot drink unthickened liquids as it goes to his air way and stops him breathing, called asperation. Theo asperates on saliva and when he is sick. If left unsupervised Theo will asperate and go unconscious
Theo was fed via his nose for 9 months with a Ng tube and a g tube from 9 months old. He is peg fed through his stomach as he cannot tolerate large feeding, Theo has been on a feeding pump since his was 4 months old due to severe sickness and dehydration resulting in Theo required leg drilling for immediate life saving liquids . If left un supervised Theo will pull his g tube out of his tummy . Theo has multiple food allergies and these also affect his stomach digestive system, resulting in severe.reflux
Theo is syringed his medication 3 Times a day, via his g tube, more if pain medication is required
Due to Theo deteriorating in intensive care and requiring long stay in ICU, this has resulted in development delay for Theo , resulting in Theo being non verbal.
Due to Theo being non verbal, he suffers severe bouts of frustration, resulting in periods of head banging floors, doors, walls etc.
Theo doesn't sleep for more than 7 hrs a day due to his severe medical issues.
Theo has been assessed by a council board who have decided, regardless of his extensive medical conditions and issues, Theo does not meet the criteria of needing a 121 for nursery, resulting in Theo not being allowed into a nursery setting as I will not allow him to go unsupervised.
Theo is not the only child in the local community with additional needs and medical needs who have been refused supervised child care via a 121 in nursery.
I am asking for support from anyone and everyone to sign this petition, to help me challenge the council to change there decision, to allow a severely medically challenged 2 yr old, to get a 1-2-1 education health care plan to allow him the go to nursery and to gain the experience of early learning to aid Theo's social and communication skills and to help him develop regardless of his personal medical challenges. This challenge will aid further decisions to allow other children to have the same education decisions made using medical needs for all children in all education settings including nursery.
If the council don't change there criteria, then Theo and any other child in Theo's situation won't be allowed 121 in education setting resulting in Theo and others being forced to home school.
Immediate action is required.
