The Story:
We wish to bring to your attention the urgent and long pending desire of members of Indian diaspora (including NRIs) to allow Dual Citizenship for Indians. Millions of us in the diaspora want nothing more than to contribute fully to our motherland—through investments, innovation, and civic engagement—without being treated as outsiders.
Today, 32 million Non-Resident Indians (NRIs) and Persons of Indian Origin (PIOs)—the world's largest diaspora—send over $100 billion in remittances annually, fueling India's economy and amplifying its global voice. We promote Indian culture, drive business ties, and advocate for our roots from New York to Nairobi.

Yet, under Article 9 of the Indian Constitution, acquiring citizenship in another country strips us of our Indian passport, voting rights, and full stake in our homeland. The Overseas Citizenship of India (OCI) scheme is a half-measure: it grants a lifelong visa but denies us the equality of true citizenship. This isn't just unfair—it's shortsighted.
In a world where the US, Canada, UK, Australia, and over 70 other nations embrace dual citizenship, India risks alienating its greatest asset: a passionate, global family ready to propel Viksit Bharat by 2047.
Why This Matters:
India's ban on dual citizenship creates second-class citizens out of its own people.
Here's why it's time to change:
Economic Powerhouse:
Dual citizenship would unlock billions more in investments, entrepreneurship, and knowledge transfer. NRIs already contribute $100+ billion yearly—imagine the surge if we could participate without barriers.
Ending Second-Class Status:
OCI holders can't vote, run for office, or own agricultural land. This "we want your money, but not your voice" attitude erodes our sense of belonging. Dual citizenship will affirm: You are Indian, always!
Outdated Loyalty Fears:
In the internet age, divided loyalties are a myth. We live connected lives—global citizens with undivided hearts for India. Advanced democracies trust their diasporas; India must too.
Talent and Innovation Boost:
For India's 2047 vision of a developed nation, we need the skills of doctors, engineers, and leaders who've thrived abroad. Dual citizenship encourages returns like mine—without sacrifice.
Justice and Identity:
Forcing renunciation severs cultural and emotional ties. Dual citizenship honors our heritage, letting us vote, invest, and build without choosing between worlds.
Countries like the US and Canada thrive because they value dual citizens as bridges, not threats. India, with its vast diaspora, can lead the world in inclusive citizenship.
What we Ask:
We demand the Government of India amend the Citizenship Act, 1955, and Article 9 of the Constitution to allow dual citizenship for NRIs and PIOs.
Grant us full rights—including voting, public office, and property ownership—while maintaining safeguards like security vetting. Upgrade OCI to true dual status. Let's make India a beacon of unity for its global family.
