Update

Heather attended the village council meeting yesterday and was told basically that they don't want to budge.  Exactly what we figured they'd say, they said.  So we get to proceed with plan B. 

I personally think it should be noted that Rick stated he doesn't want to be "the chicken police" and if this passed he would have to do his job in cases of non compliance.  Clearly if it doesn't involve sitting at the village cafe, he doesn't want to do it.  Story for another day.
