Governor Kathy Hochul: GIVE CONGESTION PRICING EXEMPTIONS NOW!
The Issue
To Governor Kathy Hochul and the New York State Democratic Legislature:
We, the undersigned residents of the great Borough of Manhattan and residents of The City of New York, demand immediate action to stop the unfair and exploitative congestion pricing plan that disproportionately burdens Manhattan and all New York City residents.
Manhattan residents below 60th Street already shoulder an overwhelming financial burden, contributing disproportionately to the economic engine of both New York State and the entire country. Residents pay some of the highest property taxes, income taxes, and sales taxes in the nation, along with sky-high rent averaging over $5,000 per month. Everyday expenses are inflated by higher costs for groceries, utilities, and essential goods compared to other boroughs. Additionally, Manhattan generates nearly 60% of New York State’s tax revenue and subsidizes infrastructure and public services in upstate and outer borough areas. The city's economy is also a backbone of the nation, contributing trillions to national GDP through finance, tourism, and commerce. Despite this, state policies continue to unfairly extract more from Manhattan residents while giving back little in return. This systemic abuse must stop—we refuse to be continuously burdened and demand fairness in taxation and transportation policies.
TO GOVERNOR HOCHUL AND STATE LEGISLATURE DEMOCRATS:
You MUST sign an executive order within 45 days to implement the following urgent measures:
- Complete Exemption for Manhattan Residents Below 60th Street: No resident living below 60th Street should be subjected to congestion pricing fees.
One Household - One EZPASS Exemption: Each household below 60th street in Manhattan must be granted one FULL (100%) EZPASS exemption to protect residents from excessive tolling.
65% Discount for Upper Manhattan Residents, Essential Transportation Services (TAXI, UBER, LYFT), and NYC EMPLOYED REGISTERED NURSES AND MEDICAL DOCTORS: Residents of Upper Manhattan (Out of Fairness- It is their Borough as well) and all taxi/ride-share drivers must receive a 65% discount on congestion pricing fees (to prevent even more egregious price hikes being passed on to consumers). WE ARE DONE WITH THE INFLATION AND PRICE GOUGING THAT YOU ALL HAVE DONE NOTHING ABOUT!
50% Discount for ALL New York City (Five Borough Primary Residents) - One Household, One Exemption: Our Brooklyn, Queens, Bronx, and Staten Island family are welcome and contribute to our part of town—DO NOT CREATE AN EXTRA BURDEN ON THEM.
Protect & Incentivize Healthcare Workers: Registered Nurses and Medical Doctors are facing an extreme shortage across our city. In a critical time of poor health outcomes and rising sickness, we must protect and incentivize our healthcare workers—not punish them!
Failure to Act Within 45 Days Will Result in the Following Organized Response from the People of New York:
A massive coordinated effort to PRIMARY Governor Hochul and ALL complicit State House and Senate Democrats OUT in the 2025 and 2026 elections for failing to protect New Yorkers from unfair taxation and unaffordability.
A city-wide strike against MTA tolls and ALL New York State-funded programs, wherein thousands of residents, drivers, and businesses will refuse to pay excessive fees until fair and reasonable congestion pricing policies are enacted.
Legal challenges and direct actions aimed at crippling any unjust implementation of congestion pricing, including lawsuits, sit-ins, and roadblock demonstrations.
Mass Business Relocations & Investment Withdrawals: Major corporations and small businesses will be urged to relocate their headquarters and investments away from New York, cutting off the lifeline of state revenue that Albany depends on.
A Mass Boycott of MTA Services: Residents and businesses will organize efforts to limit MTA revenue streams, disrupt ridership numbers, and demand accountability from leadership.
Governor Hochul and State Democrat Leadership, Your Political Future Depends on This.

This policy is nothing more than price gouging disguised as transportation reform. It disproportionately punishes hardworking New Yorkers and threatens economic stability for small businesses, commuters, and residents alike. If Governor Hochul and the Democratic Legislature truly represent the people of New York, they will take immediate action to rectify this injustice.
