RELATING TO HEALTH CARE.
Requires the Hawaii Health Authority to develop a comprehensive plan for the establishment of a universal, single payer health care system to replace all other health care coverage in the State, including Medicare, Medicaid, and the Prepaid Health Care Act. Establishes a universal, single payer health care system to be known as the Hawaii Care program under the Hawaii Health Authority to take effect one hundred eighty days after the approval of waivers from certain provisions of the Patient Protection and Affordable Care Act of 2010 and the State's Medicaid plan. Appropriates funds.

Requires the State Auditor to conduct management and financial audits of Medicaid health care insurance contractors at least once every two years, with the first audit report to be submitted no later than twenty days prior to the Regular Session of 2027. Appropriates funds.

          2.    Designation of working groups on universal healthcare, audits of Medicaid insurers, adult Medicaid dental benefits, medical provider burn-out, financial pressures on small hospitals that are dependent on Medicaid reimbursements, and such other specific issues as appear to need focused advocacy.
           3.   Discussion of efforts advancing the Health Committee toward Caucus status
           4.   Election of additional officers
           5.   Other matters
