The water companies should be encouraged to invest in infrastructure now, in order to be able to supply demand in the future. By financially penalising for drought orders & hosepipe bans, it will force the water companies to look at alternative supplies for water e.g. desalination plants, man made reservoirs, urban suds etc. They should be doing more to plan for the future.
