拉曼拨款风波真相到底是什么? What's the truth behind TARUC allocation controversy?
拉曼学院在1969年创校,1972年8月22日获得时任教长胡申翁在国会提呈特别授权书,批准该学院设立并承诺以1元对1元的方式资助拉曼学院的行政开销。虽然如此,拉曼并不受种族固打制所限制,成为大批华人子弟无法进入政府大学或负芨海外的大专升学管道。
直到2012年,拉曼学院升格为大学学院时,为了保留现有的招生政策,院方和政府达成协议,拉曼将转为私立大学,而政府每年为拉曼提供最高6000万令吉的行政拨款。50年来,拉曼提供比普通私立大学廉宜超过一半的优质大专教育,培养了超过20万名专业人才,甚至大马大约65%的会计师是拉曼毕业生。
可惜希盟政府在2019年财政预算案把拨款砍剩550万令吉。到了2020年财政预算案中,更是锐减至100万令吉。拉曼是一所全民学府,惟超过95%是华裔生。希盟政府分裂拉曼、打压拉曼,大部分受害者正是广大华裔子弟!
拉曼的成立是要让华裔子弟有更廉宜的优质大专升学管道。财长要求马华放手拉曼才给予拨款,如果马华贸然把招生自主权交给政府,恐怕失去拉曼成立的初衷!他是否愿意设立拉曼专法,保障拉曼的制度化拨款?他又是否愿意先废除政府大学和大学预科班的招生固打制,保障华人子弟的升学路?
希盟政府已经确认是竞选宣言的诈骗集团,所承诺的宣言不是圣经,由华社出钱出力的拉曼绝不能落入诈骗集团手中。希盟政府执政后,为了满足党内政客的贪婪,四处蚕食执政资源,华社守护了几辈子的拉曼教育资产不能落入这些豺狼虎豹手中。心理分析上,因为害怕只当一届政府,所以吃相会很急促和难看,急着寻找可以蚕食的资源,特别是找上他们长期认为积弱的对象。是时候让希盟政府知道,教育是我们绝对不能触碰的底线!
再穷不能穷教育,是马来西亚百年华教历史长河中先贤与华社的集体共识。各政党意见可以不同,用华裔子弟好几代的教育来换取短暂的政党利益实属不明智也不理性。再次呼吁希盟政府履行承诺,每年制度化拨款给拉曼,而不是设立另一个管道企图制造分裂、混淆视听。

Tunku Abdul Rahman University College (TARUC) is a private tertiary institution founded by MCA in 1969. On 22nd August 1972, the-then Minister of Education, Tun Hussein Onn tabled an Instrument of Government (IoG) in the parliament that made a promise on behalf of the federal government for an annual grant to the institution.
When TAR College was about to be upgraded to a university college, the Ministry of Higher Education extended the spirit of the IoG. It promised to continue a yearly matching grant (operating grant) of not more than RM 60 million to TARUC.
Since its inception five decades ago, TARUC has been providing affordable (50% and above cheaper!) quality tertiary education. Having nurtured over 20,000 professionals, about 65% of Malaysian accountants are TARUC graduates!
The controversy arose when Pakatan Harapan Government allocated only RM 5.5 million development grant for TARUC in 2019 Budget. In 2020 Budget, the situation got worse when Pakatan Harapan Government cut the development grant to RM 1 million.
TARUC is a tertiary institution for all. The government's oppression of TARUC will victimise the students and penalise our children's' future. This is worse, especially those from medium to lower-income families!
Education is our fundamental human right. Being the government doesn't grant us the power of persecution. We could have different political beliefs, but education should never be politicised. We petition the government to fulfil its promise of yearly matching grant for TARUC instead of setting up another channel to create confusion and dissension.
