This is Tank....an innocent baby boy without a voice. Im contacting you being that injustice was served in this case & I want to be his voice. This case has touched so many lives beyond measure especially mine & we are angry.  This poor baby was LOCKED in a cage, in the dead of winter, sick, with no food or water in Dec 2017 where he eventually died & was found on Feb 2018 in a LOCKED cage. His death was at the hands of his own owner who got a slap on the wrist being 1 year probation.
Today as you walk outside....dig deep in your heart & imagine the torture this poor baby went thru in the outside elements of winter with literally nothing to sustain his life. Being a Registered Nurse i have had to endure watching the physical changes & suffering that one may feel during the end of life process.. dogs are no different. He suffered so bad. This perpetrater knowingly did this. This case has touched my heart in so many ways. Im asking you to please stand with us and honor Tank & maybe in this way change the results of this case. Be a voice for Tank. This was cruel torture. Please help. This is what I say everyday for this baby boy.. "Run fly do whatever u do in that place we here on earth call heaven.  I got you". Please, lets not fail him. Here is the article the day you signed the bill to make stricter punishments for animal cruelty neglect & abuse. Im asking you to please uphold your promise. On August 28th 2017 you signed a bill for stricter laws to be enforced when it came to Cruelty to Animals & on October 22, 2018 this perpetrator got away with murder.  Be a voice for Tank please hear my plea for this baby boy♡

 Animal cruelty overhaul facts:
What does it do?

Pennsylvania’s animal cruelty code was originally drafted in 1983. Since then it has been amended several times creating a piecemeal cruelty code that is often difficult to interpret.  This legislation restructures the statute and makes it reflect the rest of Pennsylvania’s criminal law which means it will be easier for law enforcement to understand and use.

What is changing?

The biggest change is that for the first time ever in PA, it will be possible to file felony level penalties for first time cruelty offenses outside of animal fighting or killing an endangered species.

Animal Cruelty:

Rather than a single section (5511(C)) lumping together every form of cruelty, the legislation breaks down the penalties for different grades of cruelty and different penalties based on the egregiousness of the conduct and how many prior offenses there have been. Here is a quick breakdown:

Section 5532 Neglect of an animal – failure to provide necessary food, water, shelter or veterinary carePenalty: Summary offense – up to 90 days in jail and/or a $300 fine.
Penalty: if neglect causes bodily injury or places the animal at imminent risk of serious bodily injury – Misdemeanor of the second or third degree – up to 1 year in jail and/or $2,000 fine.
Section 5533 Animal cruelty – intentionally, knowingly or recklessly illtreats, overloads, beats, abandons or abuses and animal and the treatment causes bodily harm to the animal.Penalty: Summary offense – up to 90 days in jail and/or a $300 fine.
Penalty: if neglect causes bodily injury or places the animal at imminent risk of serious bodily injury – Misdemeanor of the second degree – up to 1 year in jail and/or $2,000 fine.
Section 5534 Aggravated cruelty – torturing an animal or violating either of the above sections and causing serious bodily injury or death of an animal.Penalty: Felony of the third degree – up to 7 years in jail and/or a $15,000 fine.
Tethering:

The legislation also places reasonable limitations on the continuous tethering of dogs outside including the following:

Bans tethering a dog outside without providing for its basic needs as defined under Section 5532.
