Ghana’s Extractive Sector - What is Wrong with the Royalty System?

Ghana's rivers continue to be polluted. Many like Pra, Tano and Ankobra in the Western Region have gotten worse since my last update. Unfortunately, in spite of all of that, Ghana faces a serious revenue shortfall.
As a write, the Government of President Nana Addo Dankwa Akufo-Addo thinks only a highly unpopular e-levy can prevent the country's economy from collapsing. This has brought up once again the question: Why is Ghana still struggling when it's extractive sector is churning out large quantities of Oil, Gas, Gold and other minerals? Why has Ghanaian leaders almost always opted for the Royalty System as opposed to the more rewarding Production Sharing Agreement (PSA)?
