CORPORATE POWER, GOVERNMENT CORRUPTION, AND FAMILIES UNDER SIEGE — WHY THE CASE OF TORN APART FAMILY OF DHALIWALS SHOULD TERRIFY EVERY AMERICAN, NEIGHBORS, AND THE WORLD 

SACRAMENTO, CALIFORNIA, USA — What happened to the Dhaliwal family should never happen in the United States. Yet it did — openly, brazenly, and with the full support of taxpayer-funded institutions. And if it can happen to them, it can happen to you, your family, and your friends.

This is not a landlord-tenant dispute. This is not a single employee or a single government office dispute. This is a well-planned terrorist attack on the public more specifically the tenants in a rent-controlled market. This is a plot to unlawfully, schematically and constructively either charge illegal charges to the tenants or displace the low-rent tenants permanently and force them into this inflated rental market and have them pay twice the rent they usually pay.

It is a profitable, organized and conspired RICO-level collusion between a wealthy corporate landlords, its filthy and cruel property management such as BLVD Residential Inc. and the very local, state and federal government institutions sworn to protect the people: the County of Sacramento, County CEO David Villanueva, the Sacramento Sheriff’s Department (SSD), the District Attorney (Thien Ho), the Office of Inspector General (OIG Kevin Gardner), the Board of Supervisors (Rich Desmond, Patrick Kennedy, Phil Serna, Rosario Rodriguez, & Pat Hume), and ultimately even the Sacramento Superior Court Judiciary and Administration including Judge Christopher E. Krueger and the Clerk’s Office with the assistance of law firm Porter & Scott.

The Orchestrated Campaign of Abuse, as an overview, involved:

• March 2024: The Dhaliwals reported harassment by BLVD to the Sheriff’s Department. Their complaint was dismissed without action. Other tenants faced the same treatment.
• June 12, 2024: Deputies Penwell (Badge #1093) and Butymhil (Badge #209) allegedly assaulted, battered, and unlawfully arrested the family in their own home, then forcibly evicted them in front of their children.
• Deputies then filed a fabricated report, omitting BLVD’s involvement and erasing their own misconduct. The Sheriff’s Department refused to release the bodycam footage claiming that the law prevents them from providing the same to the Dhaliwals being the victims of the terrorism committed in daylight against their family with minor children and disabled.
• July 2024: After the Dhaliwals obtained and contested the report, retaliation escalated: anonymous unlawful 3-day notices, threats of false criminal charges, and refusal by SSD to even accept complaints.
  August–September 2024: Attempts to file criminal charges against both the deputies and the property management but were stonewalled. OIG Gardner, DA Ho, and Sgt. Galovich, Sgt. Wells, and many others form the Internal Affairs whitewashed the misconduct. Bodycam footage was withheld.
• On September 17, 2024, the Dhaliwals were unlawfully evicted again and became homeless. 248 years since the US Constitution was born, the same was deliberately, discriminatorily and with utmost negligence was raped and murdered not by the public but the officers of the court, by Judge Robert Artuz and his subordinate Judge James Morris at the Carol Mille Justice Center in Sacramento Superior Court in collusion with Kimball Tirey & St John, LLP Attorney Patrick Crowl.
• January–February 2025: Complaints escalated to POST and County Risk Management. Claims were deceptively denied under misleading technicalities by the official legal representative like George Hill. Once again for self-represented victims of the crimes by the authoritarian government criminals, there existed no rules and regulations and policies to prevent the deprivation of the constitutional rights and privileges promised to the citizens such as the Dhaliwals.
• March–August 2025: A Government Claim appeal followed by the Petition for Relief were filed in Sacramento Superior Court. Instead of justice, the Dhaliwals encountered misconduct and obstruction by the courthouse administration and its clerk’s office who are themselves Sacramento County employees, delayed filings, blocked portal access and document availability, manipulated deadlines and providing legal advise illegally to mislead, misinform and disinform. The same information was deliberately misused by the presiding Judge Christopher E. Krueger ignored clerk’s misinformation to the Dhaliwal, defaults, defective service, excused untimely filings, and denied due process and fair trial even though the petition and pleadings speak clearly of the crimes by all – private and government actors – against the Dhaliwal family.

Every step of the way, government institutions and authorities aligned with corrupt wealthy corporates BLVD Residential Inc. to crush an ordinary family for daring to blow the whistle on financial crimes involving public assistance funds and public officials.

The Bigger Picture is that this is not an isolated tragedy. It is a warning about what happens when corporate wealth captures government power.

• As the Past Consequences involved where Innocent families assaulted, criminalized, stripped of property, and driven into homelessness.
• The Present Consequences manifests Corporate-government collusion operates unchecked, weaponizing law enforcement and the courts against the public.
• For the Future Consequences, if these government behaviors continue, any family that challenges corruption risks the same fate — assault, retaliation, and systematic denial of rights.

Think about it! At every level of law enforcement, oversight, and judicial review aligned against citizens — and used your tax dollars to do it. Your tax dollars were used to not harmonize and pacify public lives but obviously to terrorize the innocent families for the personal, professional and political benefits of these local, state and federal government agents who relentlessly and unconstitutionally serve theirs and the interests of the wealthy corporates.

WHY THE PUBLIC AND EVERY AMERICAN SHOULD CARE?

Your tax dollars are funding abuse, cover-ups, and without limitation not only corporate protection schemes but also terrorism in a broad daylight against the families. If taxpayers could be betrayed once, they can be betrayed again — you, your family, or your community are no exception. It represents not just a financial injustice but a civic injury.
When courts and sheriffs serve corporations instead of citizens, justice collapses, and democracy is eroded.
If the Dhaliwals could be targeted, then so could you, your family, or your community. This presents not only a personal risk but also a public danger — undeserved, unexpected, unavoidable, and causing harm that is irreparable by its very nature.

DON’T WAIT FOR DENIAL BUT DEMAND WITH REAL URGENCY

When justice is delayed, it is denied. The urgency is real, because delay itself becomes a form of harm. We, the public, MUST demand:

• Independent federal investigation into BLVD Residential Inc., the Sacramento Sheriff’s Department, and all implicated officials.
• Immediate release of all bodycam footages from June 12, 2024 involving the crimes by Deputies Penwell (Badge #1093) and Butymhil (Badge #209) against the Dhaliwal Family with minor children.
  Accountability and prosecution of deputies, executives, and county officials complicit in fraud, assault, and obstruction.
• Restitution and protections for ALL the families targeted by corporate-government retaliation and unjust enrichment schemes and conspiracy.
• Legislative safeguards to prevent future collusion and protect whistleblowers exposing misuse of public funds.

IT'S A CALL TO YOU FOR ACTION

Silence is never neutral. It is acceptance, surrender, and a form of cruel complicity — not only against the harmed, but against you, your family, and your community. Inaction in the face of injustice is undeserved, unexpected, unavoidable in its consequences, and irreparable in the damage it causes. You are called to an action to defend the foundational tenets of constitutional freedom for which the forefathers suffered in pain and fought hard.

• Social and News media must shine a light on this scandal, investigate, report, demand answers rather than ignore such incidents or archive such posts at the requests of these corrupt and authoritarian criminals as the Sacramento Sheriff’s did against the Dhaliwals in June 2024 and blocked the social media posts by friends and families.
• As humans and the public, we must share this story, talk about it, demand justice anywhere and everywhere through various channels, promote this petition, and its link to ignite awareness among passive public who could be the next target of these authoritarian criminals.
• We must demand from the authorities responsible and installed in the Federal State and Local government offices to STOP LOOKING AWAY. PROSECUTE CRIMES, NOT WHISTLEBLOWERS, AND DEFINITELY NOT FAMILIES AND INNOCENT CITIZENS LIKE THE DHALIWALS.

NO ONE IS ABOVE THE CONSTITUTION AND ALL OF THE CONSTITUTION IS THE LAW THAT SUPERSEDES ANY AND EVERY CRIME AND CRIMINALS WHO CARRY BADGES, AUTHORITIES AND EXECUTIVE TITLES TO COLLECT THEIR PAYCHECKS FROM THE PUBLIC-TAX DOLLARS. TAX DOLLARS ARE TO SERVE THE CITIZENS NOT TO TERRORIZE THE INNOCENT FAMILIES LIKE YOURS.

LET’S SAVE OURSELVES, OUR HOMES, OUR NEIGHBORS, AND OUR CHILDREN from authoritarian criminals running government agencies under false pretenses while funneling tax dollars into theirs and corporate pockets.

The Dhaliwals’ case is a wake-up call for the public that your own government agencies inclusive of its law enforcement agencies and judiciary are to deprive the public of the rights and privileges and not to protect the same and serve justice to the public.
