There are several prominent voices saying that we would benefit from global cooperation on Carbon and Wealth Taxes.  Even a 1% wealth tax on global wealth above $50million would raise several trillion dollars, and even more so if corporations were also included.  If combined with a modest harmonised carbon tax of say $40 per tonne of carbon dioxide, and ploughed back into green technologies and job creation, this would provide a huge, timely boost for the transition to a healthy, green economy.  

The most practical way to do this is for the 137 OECD countries to set an agreed minimum level; much like the recent agreement on a minimum 15% minimum corporate tax.  This is by no means perfect, but it is a start, and may help slow down the race to the bottom that has been occurring over the last 40 years.

Relying mainly on income taxes to recirculate money back into the economy doesn't work very well with our current system and situation. 

Without a Global Carbon Tax and Global Wealth Tax, corporations/wealthy individuals are going to shift their pollution/money from one jurisdiction to another, and the only thing we can do is attempt to play a fruitless game of "whack-a-mole".
