Korea Taxpayers Association, a civic organisation protecting taxpayer's rights,  previously filed a formal complaint regarding the alleged leak of confidential tax investigation information related to Cha Eun-woo. President Kim Seon-taek appeared at the Seoul Namdaemun Police Station's Intelligent Crime Investigation Team on the 6th and was questioned as a whistle-blower . He said “ The victim of this tax information leak incident is not limited to Cha Eun-woo. Since the public’s trust in the ‘ tax information confidentiality guarantee ’ guaranteed by the National Tax Basic Act has been damaged, virtually all citizens are victims . ” and argued that releasing such information violate Korea’s tax confidentiality laws and personal information protections, which exist to safeguard the rights of all taxpayers.

He also pointed to the tax official reward system as the reason for the tax information leak . According to the Taxpayers' Association, the National Tax Basic Act stipulates that tax officials be paid rewards of up to 10% of their tax collection results , with a maximum limit of 20 million won . He further explained that “20 million won is equivalent to the annual salary of a 9th- grade civil servant ,” and that “ this reward system may undermines the fairness and objectivity of taxation and is highly likely to be abused. Therefore the reward system should be abolished. ” and “ The police must thoroughly investigate to prevent another incident where tax information is leaked externally and an individual’s human rights are violated . ”

The Korea Taxpayers Association emphasized that this action is not about defending a specific individual, but about protecting the principle that, tax investigations should remain confidential until the legal process is complete. Unauthorized disclosure of investigation details can cause severe reputational harm and undermine public trust in institutions.

The association also warned that similar situations in the past have shown how unverified or prematurely released information can damage lives and reputations, stressing the importance of respecting legal procedures and protecting human rights throughout any investigation.

This is exactly why due process matters.

No matter the outcome of any investigation, the principles of fair procedure, privacy protection, and responsible reporting must apply to everyone equally.

납세자 권익 보호를 위해 활동하는 시민단체인 Korea Taxpayers Association는 앞서 Cha Eun-woo와 관련된 세무조사 정보 유출 의혹에 대해 공식 고발을 제기했습니다.

김선택 회장은 6일 서울 남대문경찰서 지능범죄수사팀에 출석하여 내부고발자 신분으로 조사를 받았습니다.

김 회장은 다음과 같이 밝혔습니다.

“이번 세무 정보 유출 사건의 피해자는 차은우 씨 개인에만 국한되지 않습니다. 국세기본법이 보장하는 ‘세무정보 비밀보장’에 대한 국민의 신뢰가 훼손된 만큼, 사실상 모든 국민이 피해자라고 볼 수 있습니다.”

또한 그는 이러한 정보 공개가 납세자의 권리를 보호하기 위해 존재하는 한국의 세무 비밀보호 법규와 개인정보 보호 원칙을 위반할 수 있다고 주장했습니다.

김 회장은 세무 공무원 포상 제도 역시 정보 유출 가능성을 높이는 요인 중 하나로 지적했습니다.

납세자연맹에 따르면 국세기본법은 세무 공무원에게 징수 실적의 최대 10%까지, 상한 2천만 원의 포상금을 지급할 수 있도록 규정하고 있습니다.

그는 “2천만 원은 9급 공무원의 연봉에 해당하는 수준”이라며,

“이러한 포상 제도는 과세의 공정성과 객관성을 훼손할 수 있으며 악용될 가능성이 높기 때문에 폐지되어야 한다”고 주장했습니다.

또한 그는 다음과 같이 강조했습니다.

“경찰은 세무 정보가 외부로 유출되어 개인의 인권이 침해되는 일이 다시 발생하지 않도록 철저히 수사해야 합니다.”

Korea Taxpayers Association는 이번 조치가 특정 개인을 옹호하기 위한 것이 아니라, 세무조사는 법적 절차가 완료될 때까지 비밀이 보장되어야 한다는 원칙을 지키기 위한 것이라고 강조했습니다.

조사 내용이 무단으로 공개될 경우 심각한 명예 훼손을 초래할 수 있으며 공공기관에 대한 신뢰 또한 훼손될 수 있다고 지적했습니다.

또한 과거의 유사 사례에서도 확인되지 않았거나 성급하게 공개된 정보가 개인의 삶과 명예에 큰 피해를 줄 수 있음이 드러났다고 경고하며, 모든 조사 과정에서 법적 절차의 존중과 인권 보호의 중요성을 강조했습니다.

어떠한 조사 결과가 나오더라도, 공정한 절차, 개인정보 보호, 책임 있는 보도라는 원칙은 누구에게나 동일하게 적용되어야 합니다.
