Family and Friends of Debra BlackCrow,
Horrible News. The en banc Board has granted parole to Inmate McNeal, the man who viciously murdered my mother Debra and unborn sister, the next step is to appeal the parole grant to the governor.
Anyone who has an opinion about McNeal’s current danger to the community, or concerns for his release into the community, can submit letters to the governor, asking him to reverse the parole grant. This is not limited to immediate family but can also include friends and community members. Based on other decisions of the governor, I recommend that letters emphasize the Domestic Violence aspects of the murder and the fact that she was pregnant, resulting in 2 innocent deaths.
These letters must be submitted in writing by 30 DAYS FROM TODAY to the following address:
Governor Gavin Newsom
Attn: Parole Review Unit
Re: Inmate RODNEY PATRICK MCNEAL, CDCR #P80613
State Capitol Building
Sacramento, CA 95814
On the face of the letter, please include the inmate’s name and CDC# (found on the 3rd line of the mailing address above).
Also, be sure to sign the letter and print your name, as well.
The governor has three options. He can do nothing and McNeal will be paroled. He can reverse the parole grant and return McNeal for another parole hearing. Finally, he can send the matter back to the entire board to decide on parole suitability at the monthly meeting.
I am sick. Absolutely sick from this decision. Time and time again these men in power take little stock in the lives of women, children and POC. This is yet again another example of gross injustice by the system.
