The issue
The Gascoigne Estate is an area of outstanding architectural significance with many heritage homes. It should be preserved for future generations of Victorians.
The Victorian Government’s new proposed Caulfield Activity Centre threatens the Gascoigne Estate as it proposes to increase building heights which will encourage the development of flats. Clearly this will conflict with the existing heritage overlay and neighbourhood character overlay.
Originally for the area around Chadstone, a planning panel recommended excluding heritage overlay and neighbourhood character overlay areas from the re-zoning, but the Victoria Government subsequently rejected the recommendation.
Stonnington Council is critical of the Victorian Government's rezoning plans, arguing they were announced without consultation and override the council's own evidence-based housing strategy. Council claims its plan is better equipped to handle housing needs while preserving liveability, stating it can deliver more homes than the government's proposal and do so without undermining local amenities.
In September 2025, Stonnington Council adopted the Stonnington ‘Housing Strategy 2025’ which provides a framework to manage the future of housing in Stonnington.
The Victorian Government’s proposed Activity Centre extends from Dandenong Road to part of Coppin Street. However, if this proposal is not stopped, what is to prevent the Government extending the boundaries to include all of Coppin Street, then also Beaver and Kerford Streets and Central Park Road?
We do not support the Caulfield Activity Centre as currently proposed: heritage overlay and neighbourhood character overlay areas should be protected and should be excluded from the proposal. Instead, we support Stonnington Council’s Housing Strategy 2025, which will deliver new homes and which allows for proper community consultation.
