Beta Wooper is an adorable squishy water dog pokemon. Wooper is already a very cute pokemon, however its cuteness can go to further lengths by adding a new evolution. Quagsire is either cute or disappointing to other people. I personally think that Quagsire is a step down from Wooper. Beta Wooper would be the perfect last evolution to Wooper. It brings back the cuteness and looks like a mix of Quagsire and Wooper.
