Fremont Homeless Navigation Center (HNC) was opened last August.  Even though city staff have claimed success, it is too early to tell whether it is achieving its goals, as COVID-19 has affected its operation. I am asking questions. 

Fremont City Council is now considering yet another proposal for a new service.  On June 1, 2021, Fremont City Council will consider a proposal to allow homeless parking sites "within any zoning district", including residential areas. Inviting homeless parking throughout our city will have significant impacts to our city and residents.  To enable this type of parking, city ordinances must be changed, and the city would have to pay liability insurance for every site. It is unclear what the total cost would be. Auto insurance does not seem to be required for any vehicle to use any site.  In fact, there are many additional public safety, regulation enforcement and financial cost concerns and issues.

With others, I am examining and analyzing this issue. Here, I would like to give everyone a heads up. More info will come on www.betterfremont.org quite shortly. However, right now, as it is, I oppose this ordinance change.
