UPDATE # 45: With only 2 African elephants in India (both kept solitary in zoos: Shankar in Delhi Zoo and Rambo in Mysuru Zoo), wouldn't it be wiser to send them back to Africa? Shankar and Rambo would get an opportunity to even start a life in a sanctuary in Africa, or maybe be rewilded after acclimatisation for a few years. But In India they have NO FUTURE except being living a life of dismal captivity. 

Instead Delhi Zoo is looking to import a mate for Shankar from Africa, thereby making more African elephants miserable in the process. CZA in 2009 had put out a circular claiming that zoos are not suitable habitats for elephants and they wanted Indian zoos to stop keeping elephants. They were not able to achieve that for the existing zoo elephants due to shortage of rehabilitation options. So then why import more elephants?
