This is my contribution to Citizen's Discussion at Tuesday's City Council meeting:
Good morning,
Several years ago, Sara Bryarly was employed by our Parks Dept.
I remember her making some comments which were printed by the Indy.
The Manitou Incline had been closed for a few months for repairs.
She stated that “People start to get a little antsy when the Incline is closed” and “The Incline has always been kind of like a drug”.
I replied to the City Council by saying:
I AGREE.
THAT IS NOT SOMETHING GOOD!
The fact that the Incline has an intoxicating and addictive aspect to it is unnatural and illegal.
The special use permit from the Forest Service does not allow such things.
I have heard many stories over the years about the Incline having harmful influences on people in their private lives.
I urge our city to look long and hard at these issues.
Is the Incline manifesting influences in other places besides the mountain now?
I have heard that some in the Manitou Springs city government did not wish to be involved with those things and that our city took one third of their general fund away from them to retaliate.
Surely those stories are not true!
When the Broadmoor and the city removed that piece of land from the Cog Railway that act had undesirable effects.
The Incline became more powerful and harmful.
Its influences started showing up all over the Barr Trail, at the Barr Camp, on the summit of the peak, etc., etc.
America's Mountain is a precious resource in manifold ways.
We must make adjustments to our past administration of those lands.
That piece of land and the revocable license for the Incline need to be reattached to the Cog Railway now.
The Manitou Incline will have to be closed permanently sooner or later.
Concerning our ballot measure to allow the sale of recreation marijuana I have a few questions.
Is there a state or federal law that states that a ballot measure may not have significant and harmful effects that the voters were not expecting?
Our measure took one third of the general fund of the city of Manitou springs away from them.
No mention of this was ever made in the public discussions.
Is ballot measure 300 invalid?
