Petition updateForce Colorado Springs to Repair the Barr TrailCRIMINALLY NEGLIGENT?
COS Land Swap
22 Jun 2025

Hello,

This is my contribution to Citizen's Discussion at Tuesday's City Council meeting:

Good morning,

During the public comment process for the land swap we were told that the city would be getting land that was worth $3.3 million.

That's great!

But the city failed to inform the public that the land owned by the Cog Railway needed $40,000 in repairs per year, every year.

How many trails in our area are that high in maintenance?

The city is legally obligated to inform the public that this information was requested but not provided during the public comment process.

Does the trail on this land need a professional drainage study?

Has Rocky Mountain Field Institute told the city that this trail needs a drainage study?

Why do the Mayor and Council Members refuse to answer these questions?

Are you hiding something?

What is the total estimated cost of all needed repairs on the section of the Barr Trail that we acquired in the land swap?

I asked this question many times during the public comment process and since.

The city tainted the public comment process by refusing to answer.

A trail that needs $40,000 a year in repairs every year is a trail that is in need of major work.

When we acquired this land, the taxpayers assumed the liability for maintaining and repairing the trail.

Why has the city not done significant repairs to this land?

The annual repairs being done each year are inadequate.

The erosion damage on this land is an ecological disgrace to our city.

Why is the erosion damage not being repaired as part of the annual maintenance?

I would go so far as to say that our city government is criminally negligent.

The Barr Trail is a National Recreational Trail, yet its stewards are grossly negligent.

Why are you disgracing America's Mountain?

Has the city made an effort to obtain a grant to have a drainage study prepared?

What is the total estimated cost of all needed repairs on this land?

I have a right to this information, as do all citizens of our city.

Thank you, Carl Strow
