This is my contribution to Citizen's Discussion at Tuesday's City Council meeting:

Good morning,

The city, as a representative government, has to be transparent.

Proud Stewards of America's Mountain.

Why so much secrecy?

Why does the city refuse to answer simple and relevant questions about their management of the Manitou Incline and the section of the Barr Trail that they now own?

Does the city plan to build a reroute of the lower section of the Barr Trail?

I have asked this question several times, why does the city not feel obligated to answer?

What is the total estimated cost of all needed repairs on that section of the Barr Trail?

Will there ever be an alternate route down from the Manitou Incline?

If so, when can we expect it to be completed?

Why does the city refuse to provide me with this information?

Is it true that the Special Use Permit for the Manitou Incline is now invalid because the Incline as it is defined in the permit no longer exists?

The Incline is no longer constructed of 2744 railroad ties that were installed in 1907.

Did the city make a mistake during the public comment process for the new Summit House by claiming that it would hold more people than it now does?

The city is run by human beings who sometimes make mistakes.

We all do.

But because the city is a representative government, they have to tell the public when mistakes are made.

The questions that I have listed above are important questions, some having important legal ramifications.

If the Special Use Permit for the Manitou Incline is invalid the city has to close the Incline.

Are the bonds that we issued for the new Summit House invalid because of mistakes that were made during the public comment process?

Is the entire land swap with the Broadmoor Hotel invalid because of flaws in the appraisal of the land that was owned by the Cog Railway?

Our representative government may not keep secrets or be involved in flawed legal transactions.
