Hello Team - We are approaching the 30 day "stay".  We can not stop now! ARTS is going to request an audit due to the flawed data our engineers have uncovered.  Our request is that you please send the below email to Mayor Turner and All Council Members.  We will send you another email template tomorrow with another data flaw question.  

 

TOPIC – Examination of ALL available to ARTS shows 11th street is at capacity as currently configured and should not be reduced to 1 lane each way.

 

Statement: TPD says 1 lane each way is enough for 11th street. They showed traffic count data showing only 1 hour where their threshold of 800 vehicles per direction per hour (vpdph) is exceeded. [Note the FHWA has a 750 vpdph threshold for Road Diets if traffic is less than 750 then a road diet is probably feasible.]

 

An email to TPD requested for all the traffic count data on 11th street. TPD’s response was to make a request with Public Records. This was done and after receiving the data it was found

 

1) The data TPD used was taken ½ block east of Nicholson on 1/8/2019 (right after the New Year’s holiday period. This may not be representative of full traffic expected during other parts of the year. There was a 1 hour period of 910 vpdph.

 

2) A survey taken on 9/6/2018 at the same location showed 3 hours exceeded the 800 vpdph from 4 pm to 7 pm. (833, 1058 and 825).

 

QUESTIONS: Why didn’t TPD show all the data on 11th Street? Was the data taken on 9/6/2018 used in the decision to convert 11th street from 4 lanes to 2 lanes? What other data is being withheld that impacts the decision to change 11th street?

 

CONCLUSION: Based on ALL the data available (some through requesting Public Records) there is sufficient evidence that 11th Street is at capacity and should not be reduced to 1 lane each way.
