Survivors should be allowed to come forward AT ANY TIME whenever they are feeling mentally and spiritually and physically capable of handling such a burden of dealing with getting a sex criminal off the streets.

Being raped is life changing disruption and having to make all the right choices right away is LUDICROUS when proper rape education is NOT taught in schools.

Give survivors a fighting chance.
