After calling his office earlier today, I received an email response from out FDOT District Secretary.

Good afternoon Ms. Johnston. By copy of my response I have forwarded your e-mail to our District Traffic Operations Engineer, LK Nandam for his response.
In the meantime, it is important for your neighborhood to understand that the warrant process for signal installation is based on Federal Highway Administration's Manual on Uniform Traffic Control Devices (MUTCD) which is adopted through Chapter 316 of the Florida Statute. Signals will not be installed on the states system based on petitions.
When signals are installed at locations where not warranted, the following consequences result:
• Excessive delay,
• Excessive disobedience of the signal indications,
• Increased use of less adequate routes as road users attempt to avoid the traffic control signals, and
• Significant increases in the frequency of collisions (especially rear-end collisions).
In Florida, between 35-40% of our fatalities and serious injuries occur at signalized intersections due to driver’s failure to yield. Based on these statistics, the department is moving in the direction of increased use of modern roundabouts which are significantly safer than a traffic signal. We will respond as soon as Mr. Nandam’s staff is able.

Thank you so much for your response, Mr. Hattaway. I do completely understand that MUTCD is followed for signal installation rather than by petition. Evidence does suggest to me that necessary warrant was likely met some time ago. Nevertheless, your FDOT website does say that it responds to the public and organizations requesting traffic signals and traffic signal studies. That public input and overdue representation of residents’ interests being sent to your organization is the sole intent of the petition.
Looking forward to the evaluation and response by the District Traffic Operations Engineer.
