The measure did not receive enough signatures to qualify for the ballot. That is why it "failed." That said, we did collect 25% signatures and the law states that upon receiving 25% that "[e]ach house is required to assign the proposed initiative measure to its appropriate committees and hold joint public hearings, at least 131 days before the date of the election at which the measure is to be voted on." But no hearing date has been set.

The problem is that the law requires the hearing to be held "at least 131 days before the date of the election at which the measure is to be voted on." We're worried the Legislature is using that as an excuse to not hold the hearing since our measure is not set to be voted on this year. That's why it's important for folks to keep the pressure up. Keep calling your legislators and demand they do something about Prop. 19.
