The quota system is so unworkable and goes against the so called intentions of governments to sustain fish stocks. If a fisherman catches more fish than his quota allows, he has to tip those fish overboard or cop a huge fine- most fish , if not all, will not survive. Therefore good eatable fish go to waste. Wealthier fishermen/businessmen don’t need to worry because they have enough quota to catch enough to sustain their livelihoods. This whole system is set up to penalise and eventually ruin small fishing businesses under the guise of protecting fish stocks.
