Arterial Roads of Kolkata are clogged by massive four wheelers ferrying not more than one or two passengers at a time during peak hours.

This leads to massive traffic jams every day and not to mention pollution. Every person who chooses to use a private four wheeler should have a disincentive to use such a mode of transport.

There should be a "Congestion levy/tax" collected for congestion created within the municipal corporation limits during peak hours, the proceeds of the tax can be used to improve public transport facilities.
