Southern Pacific #4451 nicknamed Puff is an EMD SD9E diesel locomotive that was originally built in April 1954 by the Electro-Motive Division for the Southern Pacific Transportation Company and is also notable for being the only surviving EMD SD9E to ever retain its Vapor-Clarkson steam generator, though its sibling #4450 did have its Vapor-Clarkson steam generator as an SD9E, that locomotive was scrapped on August 20, 2013.

Southern Pacific 4451 was first built as SP SD9 #5353 and classified as an SP class DF-120. Later on, in 1961, it would be renumbered to #5339 and was repainted into the Southern Pacific's "Bloody Nose" paint scheme. In 1965, SP #5339 was renumbered to #3800 and reclassified as an SP class EF618-1. 

On February 14, 1974, SP #3800 was rebuilt at the Southern Pacific's own Sacramento Shops as part of the SP's General Rehabilitation and Improvement Program (G.R.I.P) and renumbered #4451, taking the number from a scrapped GS-4 with the same number. #4451 had served on the Southern Pacific including on the SP's Peninsula Commute passenger trains along with its sibling #4450 which was nicknamed "Huff", another EMD SD9E locomotive that retained its steam generator.

SP #4451 retired from active service on August 30, 1995, and was sold to Progress Rail on January 31, 1996. #4451 was eventually donated to the Bruggere and Monson Railroad (BUGX) where it retained its number #4451 and its steam generator. The Bruggere and Monson Railroad had transferred the unit to the Northwestern Pacific Railroad and stored the locomotive in Schellville, California.

As of the making of this petition, Southern Pacific SD9E #4451 currently remains in derelict condition at Schellville, California along with Northwestern Pacific GP9 #1922, Southern Pacific SD9E locomotives #4436 and #4347 as well as Bessemer and Lake Erie F7 #716 and F7B 716B.
